Background of the Study
Mohammed Musa Bello, appointed as the Federal Capital Territory (FCT) Minister in 2015, has played a central role in the urban development of Abuja, Nigeria’s capital. His tenure as FCT Minister, particularly in the development of suburban and peri-urban areas such as Bwari, has been focused on addressing the urbanization challenges faced by the FCT. Bwari, located in the northern part of the FCT, is a growing urban center that is facing rapid population growth and infrastructure demands, especially as Abuja continues to expand.
Under Bello’s leadership, the FCT administration prioritized the development of key infrastructural projects, including road networks, housing schemes, waste management systems, and public amenities, with a particular focus on expanding services to the outskirts of the city, including Bwari. The aim was to create a more balanced urban growth model that would alleviate congestion in the central districts of Abuja while promoting sustainable development in the suburbs.
This study aims to assess the effect of Mohammed Musa Bello’s policies on urban development in Bwari. It will analyze the impact of Bello’s urban development strategies on infrastructure, housing, public utilities, and local governance in Bwari. Additionally, the study will examine whether these policies have contributed to improving the quality of life for residents in the area and how they align with the broader urban development goals of the FCT administration.
Statement of the Problem
While there has been significant attention given to the development of the central areas of Abuja, the urban development of suburban areas like Bwari has not received the same level of focus. Bwari, like many other peripheral areas of Abuja, has faced infrastructural deficits, limited access to public services, and rapid urbanization. Mohammed Musa Bello’s tenure as FCT Minister was marked by efforts to address these issues, but the specific effects of his policies on urban development in Bwari have not been thoroughly investigated. This study seeks to address this gap by providing a comprehensive analysis of the urban development initiatives implemented by Bello in Bwari and their impact on the area’s infrastructure and overall urbanization process.
